Pertenecía a la compañía Hewa Bora. El avión cayó en una zona comercial-residencial de la ciudad. En el sistema de intercambio de información de OACI podemos encontrar párrafos de este calibre sobre el Congo:The NCAA has not adopted the necessary regulations nor has it developed the procedures for validating airworthiness certificates issued by other States and for issuing first certificates of airworthiness for particular aircraft types. The Republic of the Congo has not developed or adopted an airworthiness code to which aircraft must comply in order to obtain a certificate of airworthiness. The NCAA has not established regulations dealing with the approval of aircraft maintenance organizations in order to maintain the aircraft registered in the Republic of the Congo. Some operators do the maintenance of their aircraft on the apron. The NCAA has not established regulations for the certification and supervision of operators (airworthiness aspects) and the ongoing supervision of their maintenance system.</blockquote>
