The United States government has authorized the possible sale of new FGM-148 Javelin anti-tank missile systems to equip the Indian Army. This is stated in one of the most recent notifications from the Department of State to the U.S. Congress, which coincided with the authorization of extended-range Excalibur projectiles for India’s artillery. The operation, valued at US$47.7 million, falls under the Foreign Military Sales (FMS) program.

In recent months, the Government of India has been negotiating with the United States various options to advance local production of anti-tank missiles. This process began during 2024, drawing the interest of the Javelin Joint Venture (JJV)—formed by Lockheed Martin and RTX Corporation—given the potential of the program. Their interest was reaffirmed with the renewal of the Memorandum of Understanding (MoU) with Bharat Dynamics Limited (BDL), a state-owned Indian company with extensive experience in weapons production and advanced systems integration.

Based on this background, and according to the Defense Security Cooperation Agency (DSCA), the Indian government requested from the United States the purchase of up to one hundred (100) FGM-148 Javelin missiles, along with one (1) fly-to-buy training missile and twenty-five (25) Javelin Lightweight Command Launch Units (LwCLU) or Javelin Block 1 Command Launch Units (CLU).

The operation—which includes the corresponding support package and associated services—lists the aforementioned Javelin Joint Venture (JJV), composed of RTX Corporation and Lockheed Martin, as the principal contractor.

However, U.S. authorities stated that, to date, they are not aware of any offset agreement proposed in connection with this potential sale: “...there is no knowledge of any offset agreement proposed in relation to this possible sale. Any offset agreement will be defined during negotiations between the purchaser and the contractor.
