The United States government has authorized the potential sale of a new modernization package, along with the corresponding related equipment, for the Patriot PAC-2 and GEM-T missiles operated by the Kuwaiti Armed Forces. As reported by the U.S. Department of State in its notification to Congress approving the possible transaction, issued last Thursday, April 3, this is a significant agreement valued at over 400 million dollars.

Delving into some of the deal’s details, the government of Kuwait has requested equipment and services to carry out the recertification of its PATRIOT PAC-2 (GEM) guided missiles and its upgraded PATRIOT tactical missiles (GEM-T). To make this possible, spare parts, special tools, modification kits, equipment and support for the necessary testing will also be provided. In addition, the package will include support for material returns, transportation, and U.S. representatives to assist in training local personnel.

Regarding this potential sale, the Defense Security Cooperation Agency (DSCA) stated: “This proposed sale will support the foreign policy and national security objectives of the United States by improving the security of a Major Non-NATO Ally that is a force for political stability and economic progress in the Middle East (…) The proposed sale will improve Kuwait’s capability to meet current and future threats by helping it maintain a higher level of operational readiness while supporting its modernization and professionalization plans. Kuwait will have no difficulty absorbing these items and services into its armed forces.”

It was also detailed that the main contractor involved in the operation will be RTX Corporation, particularly through its facility in Letterkenny, Pennsylvania. If executed, the sale would be carried out through the Foreign Military Sales (FMS) program, with no offset agreements requested by the Kuwaiti government. It is also worth noting, as previously mentioned, that a team of 5 to 8 U.S. representatives will be required to deploy to Kuwait; they will conduct periodic visits over the next 15 years.

Lastly, it is worth recalling that the purchase would not only strengthen Kuwait’s air defenses but also improve interoperability with U.S. forces deployed in the country, which already operate within a broader network of systems providing coverage. Along those lines, Ali Al Salem Air Base stands out as the main hub of ongoing U.S. military presence in the country, reflecting Kuwait’s strong defense reliance on Washington.
