The Deputy, Agustín Rossi, will present next week, a bill designed to provide more resources to the Armed Forces, so that they can fulfill their main mission, that is, the Defense of the sovereign space of the Nation.

Therefore, the document establishes that, given current legislation, particularly the National Defense Law No. 23,554, the Internal Security Law No. 24,059, and decrees No. 727/2006 and 1729/2007; The military instrument must be equipped with the necessary materials so that it can fulfill its main mission, as well as with the subsidiary missions assigned by the current legal framework.

The bill contains five articles that demarcate the action plan to follow, to guarantee the provision of greater resources for the Armed Forces.

As a main point, in the first article, the document establishes the creation of a National Defense Fund (FONDEF), “in order to finance the process of retrofitting the Armed Forces”. Subsequently, it determines that the resources of the FONDEF will be allocated to the “recovery, modernization and / or incorporation of material in accordance with the provisions of article 19 of Law No. 24,948”.

In its Article 3, it details how the allocation of resources will be, understanding that they will be given in accordance with the provisions of the National Defense regulatory framework.

It also establishes that the fund will be made up of 0.35% of the total Current Income provided for in the Consolidated Annual Budget for the National Public Sector for the year 2020. 0.5% for the year 2021, 0.65% for the year 2022 until reach 0.8% by the year 2023, “maintaining the latter percentage for successive budgetary years”.

Similarly, in its article 5 it specifies that the FONDEF must be executed annually in its entirety. And finally, it asserts that, it will be the Mindef who will be the relevant authority to implement the bill.

On military equipment, it also establishes priorities, the first being the recovery of the material out of service. Secondly, the modernization “when it is suitable, feasible and acceptable” and finally the incorporation of new equipment, whose priority will be material that has a deterrent capacity, and favors the standardization with the already existing equipment at a joint level and carrying new technological development.

On the other hand, it should be noted that in recent days, the figure of Agustín Rossi has emerged as the next possible Minister of Defense of the Nation. In addition, a source, when consulted by ZONA MILITAR, informed that Deputy Rossi would have negotiated his supposed new position as Minister, by approving said bill before the National Congress, next week.
